During Humanity's terrible period of post 9.11 Trial and Error, we learned that top-down solutions are good for some things and not at all good for others.
We can't get to the 'root cause' of what is wrong with America with a top-down solution.

In the age of AI K-12 should be plenty of time getting most Americans ready for the Modern workplace. Advanced degrees will still be necessary for some. Of course. But not for everyone.

Once a sustainable business model is established, banks and other traditional funding mechanisms will take over.
